Dr. Matthew Ekaette, the state's Commissioner for Agriculture, unveiled this in a meeting with the News Agency of Nigeria in Uyo on Saturday.
The official said the 43,000 enlisted rice farmers would profit by the advance plan.
Ekaette said the project was an activity of the CBN in a joint effort with the Bank of Agriculture went for making an Ecosystem to connect out cultivators (little holder farmers in the state).
"We have secured N10 billion for Small and Medium Scale rice cultivators through CBN Anchor Borrowers Program (CBN/ABP) in the state," he said.
Ekaette told NAN that rice farmers had been activated and enlisted to profit by the project.
He said: "We have possessed the capacity to activate the farmers and register them; prior we had 2,000 of them, however with this preparation and sensitisation, the number had expanded.
"We have possessed the capacity to talk with the different gatherings, the Rice Farmers Association, Akwa Ibom Branch, and that number had been scaled up to 43,000."
Ekaette clarified that the CBN was focusing on N210,000 per hectare of area, which takes care of the expense of ranch inputs, seedlings, work and land clearing.
The Commissioner said the cash would be paid to the horticultural record of the farmers in the state.
He said: "We have scaled up the level of rice creation from around 10 hectares to around 48 hectares; we need to guarantee that our farmers are assembled.
"There is requirement for them to go hard and fast and open farming financial balance and get their Bank Verification Number, so that when the time seeks the credit to be dispensed, we can pay into the records.
"One of the conditions is that we will have the capacity to create and recognize off takers and this is another issue that has been influencing horticulture and accessibility of business sector.
"We have been delivering and the linkage has been from the ranch to kitchen and there is have to support business farming."
